Selected Board Minutes Chairman Stephens called the meeting to order at 6:03 p.m., at the Board office, 13870 Dispatch Lane, Carthage, MO as per public notice. Present in addition to the Chairman were members Bill Lyscio, Lee Smith, Butch Rowland, and Harry Guinn. Also present were Executive Director Rich Nordell, Administrative Services Manager Tiffany Sparks, and GIS Manager Mike Runnebaum. There were no public attendees. Minutes of the Board of Directors meeting from May 13th were reviewed. Director Smith moved the minutes be adopted. Director Guinn seconded the motion. The motion was adopted. Vote: 5 - 0. Public Comment and CorrespondenceThere was no public comment. Chairman Stephens had received a letter from Police Chief Greg Dagnan with Carthage Police Department in support and recommendation of the Ozark Crisis Response Team to assist with Critical Incident Stress Management for emergency personnel. Treasurer Guinn presented the financial report for June.The check for May sales tax has been received in the amount of $150,538.13.The checkbook balance before payment of bills is $200,779.68. The bills submitted for approval total $37,336.27. After payment of all bills, the checkbook balance will be $163,443.41.Accounts receivable balance is $28,454.85. Receipt of all AR will bring the final checkbook balance to $191,898.26.Treasurer Guinn motioned for payment of all bills. Director Lyscio seconded the motion. The motion was adopted. Vote: 5 0. Executive Director's ReportExecutive Director Nordell notified Board members about a letter received from Kathy Robinson with our former cleaning services company. She had answered the discontinuation letter from Jasper County Emergency Services with information stating that she had not been contacted prior to receiving the letter allowing her the opportunity to speak with the Executive Director. A response letter was mailed with exact dates on when contact was attempted and a further explanation of why a different company was chose. OCD Cleaning is the current cleaning company with their services beginning on June 1st.Board members were advised that a used projector that was found in storage had been donated to Columbian Elementary in Carthage. A thank-you letter was received stating that it allowed a new first grade classroom to be equipped with the projector.Executive Director Nordell spoke with Board members in reference to an article that was brought to his attention by Captain Derek Walrod with the Jasper County Sheriffs Office and had been printed in the Sarcoxie Record. This article indicated that a resident within Sarcoxie had called 9-1-1 to report a burglary in progress while there was no Sarcoxie officer on duty and that when a Jasper County Sheriffs Office deputy responded, after a long delay, they advised the reporting party they needed to leave to respond to another call. The incident was investigated and it was clarified neither the reporting party nor comments indicated this was a burglary in progress and that the deputy and telecommunications officer responded accordingly. The mayor of Sarcoxie will be arranging a meeting with Sarcoxie Police Department and the city council for policy and procedure discussion on future events.Personnel updates were provided to the Board members. TCO Josh Pruitt had returned from a 14 month military leave on June 16th. TCO Devin Morris had been awarded a commendation certificate and gift card for his exemplary performance during a 9-1-1 call involving a structure fire at Victorian Courtyard Apartments in Carthage on May 5th at the Boards recommendation.Board members were notified of a few financial issues that had recently been dealt with. Funds that had been transferred into a Money Market Account yielded $269.31 in interest in 48 days. Discretionary items had been located on a previous health insurance invoice that reflected some of the modifications that had been made prior to the invoice had not been changed in the system by Anthem. After contact was made with representatives to correct those items a retroactive adjustment of $4,578.20 was credited to the current months bill. The first payment on the 5 year term radio equipment loan through Southwest Missouri Bank is due July 2nd in the amount of $1638.08.At 6:20 p.m. John Hacker with the Carthage Press arrived.Executive Director Nordell updated Board members with previously requested quotes from Air Power Consultants for the Uninterrupted Power Supply (UPS) upgrade for the building. The cost for the system is $16,470.00 that included an 18 minute battery back-up if both commercial and generator power was lost. There were other options that included adding a battery backup cabinet that allowed for 56 minutes of battery backup for $4,975.00 and 82 minutes of battery backup for $7,490.00. Estimated freight charges were $1,200.00. A brief discussion took place regarding the necessary time needed for battery backup to work effectively and the current UPS maintenance contract. Director Guinn moved to purchase the UPS upgrade with the 82 minute battery backup cabinet outright for the total cost of $25,160.00. Director Rowland seconded the motion. Vote: 5 0.Executive Director Nordell discussed notes from the Fire Chiefs meeting on June 5th that included representatives from Jasper County Sheriffs Office and Missouri State Highway Patrol. The major issue addressed was creating protocol to prevent units from responding emergency on non-emergency events creating further potential hazards. There was a brief discussion regarding the previously ordered radio software and the timing it would take to have the hardware shipped and configured.Executive Director Nordell updated Board members on the City of Joplin cell phone calls. It was noted that Jasper County Emergency Services is still taking the cell phone 9-1-1 calls for Joplin and that they are in the process of working with carriers to get routing information corrected and complete their phase 2 compliancy. It was also mentioned that Mark Kaufman with Mets has been speaking with Joplin dispatch regarding emergency medical dispatch (EMD) being completed before the initial medical call is provided to Jasper County Emergency Services delaying ambulance dispatch and response time.Executive Director Nordell spoke about the NENA conference that was held in Tampa, Florida that he and Training Coordinator Kima Montgomery attended. He stated that by registering early for the conference, the National Center for Missing and Exploited Children paid for the cost of airfare and one nights lodging expenses. He also stated that several employees had attended the Customer Appreciation Event at the Carthage VFW on June 15th.Tours of the mobile command vehicle were provided and a project was started that involved taking pictures of children with their detailed information to assist with emergency situations and possible Amber Alert entries.Technical issues were brought to the Boards attention regarding the Fire East repeater not allowing any pages to go out over the frequency, only voice dispatch, and Fire Central having interference from Carroll County at the station and on personnel radios. Southwest Communications corrected the problem with the Fire East repeater and Executive Director Nordell will be looking into options for the interference on Fire Central.Executive Director Nordell stated that survey requested by Carthage Fire Department that was completed by Safetycom indicated the need of 28 new siren locations in Carthage, an additional 16 in higher populated areas, and 65 sirens to cover the entire county. It was also discussed that for the more rural areas of the county that the Reverse 9-1-1 system be utilized for severe weather notifications. Carthage Fire Department had applied for a grant that may allow for partial payment of the Reverse 9-1-1 system.Executive Director Nordell also mentioned a new ANI/ALI system from Microdata he was able to view while attending the NENA conference in Tampa. The system allowed for call history to be checked on cell phone calls, incorporated pictometry, included call reporting within the system, automatically included the audio recording with the event, and will allow conference calls to playback previous recordings. The system is fully IP compatible and has the option of letting the customer purchase their own computer hardware equipment. The product has been out for 2 years and is currently being utilized by the entire state of Virginia connecting ten PSAPs. A representative from Microdata is scheduled to show a demo at Jasper County Emergency Services on July 7th with the potential price quote for the system being 60 percent of the Centurytel quoted price.There was a brief discussion over Advanced Climate Control, Incorporated going out of business and a new technician from Monett Heat and Air coming in to look at problems that have been ongoing with our heating and air system. It was indicated that the original schematics were not followed and some items that were supposed to have been added were incomplete.Executive Director Nordell added that the Microdata ANI/ALI product also includes an Xnotify system that has built-in Reverse 9-1-1 as long as the customer maintains their ANI/ALI MSAG data Unfinished BusinessNone New BusinessNone The next Board meeting was set for Tuesday, July 8th at 6:00 p.m.Director Rowland motioned to adjourn the meeting.
