August 12, 2008

Chairman Stephens called the meeting to order at 6:00 p.m., at the Board office, 13870 Dispatch Lane, Carthage, MO as per public notice. Present in addition to the Chairman were members Bill Lyscio, Lee Smith, Bill Rowland, and Harry Guinn. Also present were Executive Director Rich Nordell and Administrative Services Manager Tiffany Sparks. Public attendees were Susan Redding with the Joplin Globe, Eli Doud with Monett Heat and Air, Duquesne Police Chief Tom Kitch and Duquesne Police Commissioner David Weaver.

Minutes of the Board of Directors meeting from July 8th were reviewed. Minutes were amended. Director Smith moved the amended minutes be adopted. Director Guinn seconded the motion. The motion was adopted. Vote: 5  0.

Public Comment and Correspondence

None

Treasurer Guinn presented the financial report for August.The check for July sales tax has been received.The checkbook balance before payment of bills is $145,805.49. The bills submitted for approval total $36,249.91. After payment of all bills, the checkbook balance will be $109,555.58. The money market account balance is $146,542.77.Accounts receivable balance is $7,589.00. Receipt of all AR will bring the final checkbook balance to $117,144.58.Treasurer Guinn motioned for payment of all bills. Director Rowland seconded the motion. The motion was adopted. Vote: 5  0.

Executive Director's Report

Executive Director Nordell addressed the Board regarding an incident where a civilian contacted a Jasper County Emergency Services TCO that she was familiar with and advised them that if they received a 9-1-1 call from her daughter at a specific address to disregard the call. The incident was promptly reported and proper actions taken.The UPS (Uninterrupted Power Supply) installation has been scheduled for Sunday, August 24th.Board members were updated regarding the signs for the 249 Hwy Interchange. MoDOT agreed to make the signs at no cost, however, the company that is contracted for installation charges approximately $200.00 per sign and there is a need of 20 to 30 signs that could be utilized. MoDOT also stated that more unlikely they will not add a cross-over for emergency vehicles along the interchange.Executive Director Nordell stated the storm siren demo from Safetycom had been received and a test will be completed with Fidelity. There will be further discussion over the product at the next commissioners meeting.The transfer from the Zetron radio system to the Telex system will be conducted on Monday, August 15th beginning at 5:00 a.m. If there are any problems in the transfer the Zetron equipment is still readily available. It was also mentioned that Newton County Central Dispatch is interested in purchasing our used Zetron radio equipment and the used UPS system that is being replaced. Discussions are still taking place.Executive Director Nordell stated he had recently been contacted by Leslie Jones with the City of Joplin regarding contract issues and that Joplins city attorney Brian Head claims Jasper County Emergency Services is still responsible for making payment on the first 2 quarters of 2008 according to the court order. According to Jasper County Emergency Services attorney Norman Rouse he did not believe that was the case; he stated that the court order only affected call routing and he will be further investigating the situation.An audit of Jasper County Emergency Services Workers Compensation plan was conducted on Friday, August 8th by Missouri Employers Mutual Insurance. The audit indicated that our reporting system was efficient and accurate.There was a brief discussion over items that were mentioned at the International APCO Conference that was attended by Executive Director Nordell. He stated that with narrowband going into effect by 2013, all of the radio licenses will need to be changed from wideband to narrowband and pagers will need to be replaced. Radios should be re-programmable to narrowband. It was also mentioned that after attending the conference that a new schedule may be created to better utilize the employees.Executive Director updated Board members on Fire East maintenance. Southwest Communications is still waiting to receive the duplexer that should be in by the end of the month. It was also determined that Law Southeast is not able to hold a charge and needs a battery back-up. A formal quote has not yet been received for Law Southeast, but the estimated cost was $800.00.Executive Director Nordell stated he had attended a meeting with the City of Sarcoxie and the new Sarcoxie Fire Chief. Communications and personnel shortages were at the top of their concerns. Sarcoxie Fire Chief Art Caddick requested that until further notice that we notify back-up agencies simultaneously when we dispatch Sarcoxie Fire Department for a call for service. Sarcoxies coverage area has been divided into quadrants to determine which department to notify for back-up and Chief Caddick has taken care of making contact with those agencies.A risk assessment audit was conducted by VFIS Insurance on Tuesday, July 21st. The audit was completed with satisfactory conditions.Executive Director Nordell advised Board members that the CAD system providers, Intergraph had been recently discussing the new maintenance contract. Initially, it was requested that the full payment for maintenance contract be paid upfront in the amount of $64,760.00. After an explanation was provided to representatives that it was too large of an amount for a small agency to make in a short time frame they reviewed the contract and suggested quarterly increments with a 20% uplift fee being added to the overall cost for processing. It was once again explained to Intergraph representatives that the quarterly billing would be acceptable, but questioned the uplift fee. Our account manager was finally able to get monthly billing approved with the uplift fee being waived.The mobile command vehicle had a rear air conditioning unit that was not working properly. A new unit was ordered for replacement at the approximate cost of $650.00.Board members were told that MoDOT approved Jasper County Emergency Services to have two 9-1-1 signs installed on Cedar Road and Grand Avenue making it easier for our customers to locate our facility. There will be a sign placed at the end of Dispatch Lane that will require a sign post to be provided and installed.Board members were updated on a former employee issue that involved ADA suit that had been turned over to the Board attorney Norman Rouse. The attorney advised that all provided documentation was in order and proficient.It was also mentioned that the mobile command vehicle had a busted fuel line and other items that were replaced by M&M Wrecker Service.A current bill had been received from AT&T reflecting the update in the difference of amounts from the three trunks that had been removed by the City of Joplin.Executive Director Nordell stated there had been employment advertisements listed in the Carthage Press and the Joplin Globe for telecommunications officers with the potential of a training class beginning in mid to late October. He also advised that a legal publication had been published in the Big Nickel for the ANI/ALI system upgrade. A pre-bid conference was held Monday, August 11th. Three vendors that attended the conference will be submitting bids for the ANI/ALI upgrade. September 5th is the closing date for bids.Executive Director Nordell told Board members about a letter that had been received from Duquesne Police Department regarding a limited contract that was signed with the City of Joplin taking radio traffic for vehicle stops to begin September 1st. Jasper County Emergency Services will still be receiving the 9-1-1 calls for the city and dispatching calls for service. A major concern that prompted the contract was problems with Law South causing communication difficulties. There were several options suggested to Duquesne Police Department such as the installation of an EF Johnson 800Mhz radio at Jasper County Emergency Services and the re-location of Law South to Jasper County Sheriffs Office location on County Road 180; items that can still be put into place. Board members were concerned over split-dispatching and the ability for Jasper County Emergency Services to be able to reach Duquesne Police officers when there is a call for service that may be a higher priority event than a traffic stop. Chief Tom Kitch and Police Commissioner David Weaver addressed those concerns by explaining that the officers had been using the City of Joplins services for the last six weeks and there had been no major issues. They believe that with the new middle school having been built within Duquesne City limits and the close boundaries of Joplin that it is important to increase better communications between the two agencies and after there were two potential life-threatening events where officers were not able to communicate with Jasper County Emergency Services they made the decision to pursue the contract with Joplin. They re-affirmed that they want to keep their relationship with Jasper County Emergency Services by still having their 9-1-1 calls come into the center and that when their one year contract expires with the City of Joplin they will review the situation. The decision was made to keep communications open between the agencies to address any future problems.At 6:51 p.m., Duquesne Police Chief Tom Kitch and Police Commissioner David Weaver left the meeting.

Unfinished Business

Executive Director Rich Nordell updated Board members with information that had been found on the HVAC system. After a conversation with Diamond schools that have a similar system, it was determined that a cooling tower may help dissipate the heat that is stored in the ground loops. Eli Doud with Monett Heat and Air presented two options for cooling towers; a PVC cooling tower and a closed loop tower. The PVC cooling tower requires annual maintenance and the approximate cost installed is $15,000.00. The closed loop tower which is made of steel, copper, and aluminum does not require annual maintenance and has an average life span of 40 years with an approximate cost of $25,000.00.Chairman Stephens motioned to begin the bid process on the HVAC cooling tower unit. Director Rowland seconded the motion. Vote: 5  0.

New Business

Chairman Stephens presented attendance records on Director Pearson to the other members of the Board. After a brief discussion, it was decided that no further action will be taken at this time.The next Board meeting was scheduled for September 9th at 7:00 p.m. with a Technical Services Committee meeting being held the same date at 6:00 p.m.Director Rowland wanted to recommend that the TCOs that were working during the fatality accident on Civil War Avenue on August 10th receive a recognition award for their customer service and professionalism.

Director Guinn motioned the meeting be adjourned. Director Rowland seconded the motion. Vote: 5  0.The meeting was adjourned at 7:50 p.m.
