Selected Board Minutes Chairman Stephens called the meeting to order at 6:00p.m., at the Board office, 13870 Dispatch Lane, Carthage, MO as per public notice. Present in addition to the Chairman were members Carl Francis and Larry Newman. Also present were Executive Director Rich Nordell and Administrative Services Manager Tiffany Chenault. There were no public attendees. Minutes of the Board of Director's meeting on May 12th were reviewed. Director Newman moved to approve the minutes. Director Francis seconded the motion. The motion was adopted. Vote: 3 - 0. Public Comment and CorrespondenceTreasurer Francis presented the financial report for June. The check for April sales tax has was received in the amount of $94,072.99. The check for May sales tax has not been received. The checkbook balance before payment of bills is $25,070.84. The bills submitted for approval total $18,528.00. After payment of all bills, the checkbook balance will be $6,542.84. The money market account balance is $136,769.24. Accounts receivable balance is $7,538.15. Receipt of all AR will bring the final checkbook balance to $14,080.99. Director Newman motioned for payment of all bills. Personnel and PolicyPublic RelationsExecutive Director's ReportExecutive Director Nordell advised that on May 19th he spoke with Jim Logsdon to discuss information about the property adjacent to the current 911 Center. An appraisal had been completed on the property when it was turned over to Mr. Logsdon from family indicating the property value at that time was $365,000. The property with the house and former business includes 75.9 acres. Monett Heat and Air has ordered the equipment for the heating and air installation and is just waiting for it to ship. The company also agreed that there would be no additional charges to fix ducting that may not be compatible with the compressor units that were quoted. The Reverse 911 system was installed on June 3rd and 4th with training held on June 5th. Executive Director Nordell is still working with a specialist at Reverse 911 to solve a problem with the geo-coding. Joplin Fire Protection conducted their annual inspection and re-charged all the fire extinguishers at the 911 Center. While a technician was on-site it was mentioned to them that Jasco was looking for a fire suppression system in the computer room where most of the crucial hardware in the building is located. A quote was provided in the range of $13,500 to $14,750 depending on which of the three agent options with an enunciator panel was selected. Executive Director Nordell stated this is something that he would like to see in the plans for next year. He also added that a remote temperature system was installed in the computer room to monitor the temperature in the server racks. Board members suggested that smoke detectors be purchased and placed in the room. Executive Director Nordell stated that could be done but that it is difficult for the TCO's to hear an alarm from the communications room when all the doors are secure. He recommended that a security camera that is not currently being used be placed in the computer room to allow a constant view to employees. This would also offer better surveillance of the equipment when maintenance is being done. Southwest Communications advised that the Fire West amplifier has been shipped and they should be able to begin work on it later this week. As of March 31st, 2010, Data Radio will no longer support the current software version being used by Jasco. The Data Radio system allows emergency responders to connect to Jasco's network via their vehicles. The approximate cost for the software upgrade is $71,000. Executive Director Nordell stated that staff met with three web designers on May 26th and 27th. The first portion of the meeting was the creation of the Reverse 911 Registration form to be placed online. The second portion was further discussion to revamp the current website to update information and improve public appeal. DSS Corporation, who manufactures the Equature Recording product, was the chosen vendor for the replacement of the phone and radio recorder. Deciding factors for vendor selection included support prices, overall price, proprietary hardware, and system options. DSS Corporation was approximately $35,000 less than systems being considered from other companies. Effective July 1st, Carl Junction Fire Department will be providing fire protection services to the Village of Airport Drive. The contract with Webb City Fire Department was not renewed. Executive Director Nordell made Board members aware of an incident that occurred over the weekend involving Duquesne Police Department. Jasco dispatched the Duquesne officer to a domestic in progress with weapons involved. After 20 minutes of no contact, the dispatcher attempted to status check the officer over the radio twice. The officer did not acknowledge, so the dispatcher called both the day and nighttime department cell phones. The dispatcher left a message on the phones inquiring of status. Shortly after, Duquesne Officer Houdyshell called Jasco and stated that the City of Joplin was taking care of them and Jasco is no longer to status check officers. Although a letter had been received from the Duquesne Police Chief Tom Kitch stating that he no longer wanted Jasco to do status checks, it was explained by the dispatcher that they had became concerned because the City of Joplin CAD system did not indicate the officer was on scene at the Domestic. Executive Director Nordell mentioned the situation to Joplin Police Chief Lane Roberts during an earlier meeting this morning and he stated that he didn't realize that the CAD event would become an issue. He also stated that Joplin does not currently have the Jasco's CAD displayed in their center. The City of Joplin does not monitor the Duquesne 800MHz radio channel. After officers have been dispatched on a call by Jasco, they then switch their radios over to the Joplin Patrol 1 radio frequency. Executive Director Nordell stated the primary concern is officer safety issues and event record-keeping, since officers switch dispatch centers in the middle of an event. Board members agreed that the situation should be discussed with Chief Tom Kitch. Director Francis stated that it does need to be clarified which center will be receiving a disposition for the calls. In the interest of furthering the relationship with the City of Joplin, an 800MHz radio was installed that allows Joplin Patrol 1 to be monitored at Jasco, however, dispatchers have been advised to not transmit on the frequency. Chairman Stephens suggested that as long as the previous directive from Chief Tom Kitch indicated that there is no obligation other than communicating the call; that the Duquesne Police Department needs to be aware that once the call is disconnected Jasco is no longer responsible for any record keeping. Unfinished BusinessNew Business A Technical Services Committee Meeting was scheduled for Tuesday, July 14th at 5:00p.m. The next Board meeting was set for Tuesday, July 14th at 6:00p.m. Director Newman motioned to adjourn the meeting.
